Do I want or need a STATIC IP ADDRESS or

will a DYNAMIC IP ADDRESS suffice?

If you plan on hosting your own website and owning your own Email server, a Static IP is best otherwise, a Dynamic IP address is acceptable.

Is Dial up still available?

Yes, but I do not recommend it. Period.
